The web dashboard

Work began on the web dashboard: browse registries and skills, read a rendered SKILL.md, compare two versions with a real server-computed diff, manage orgs and members, and handle review-before-publish — all against the same typed API the CLI speaks, running locally. Public pages are server-rendered; private data follows the same "not found, never forbidden" rule as the API.
